No, vent holes do not count as balance holes and do not need to be filled.

The only reason I have a new one is because I won a ball raffle at the end of the last season. Other than that my old stuff works great. Booked my highest average ever this year. Used the new one very little.

Since the side weight limits will be expanded so much it is very unlikely that plugging a balance hole will take a ball out of legal tolerances.

Most of my equipment turns over every year to year 1/2.  Our league president has been buying used equipment off ebay for $30, and has been averaging north of 230 with whatever he gets...maybe that's the way to do it!

Pro Shops will be slammed the weeks leading up to the change over date. Hopefully the ball plug companies has enough supply for the demand. I know they'll make more, but it's always balancing act on how much too make. Especially with something that has a shelf life.

Why are they making the ruling go into effect January 1, half way through the season?  Make it end of May so the season is consistent without a major change half way through.  The rules aren't limited to the balance hole issue, so why do it half way through?

The increase in allowable static weights goes into effect January 1, 2020, but the rule regarding no balance holes is in effect August 1, 2020 - effectively before the beginning of the 2020-2021 season.  Gives you 7 months of time to plug any additional holes.

What about the balls with no weight holes that only 1 ounce sw. You'll have to plug the whole
ball and redrill if you want 3 ounces side

If you like the ball with 1 oz side weight why would you want to take it to 3 just because it is legal. Pin positions hsve much more impact than static weight anyway

Maybe to see what it would do with 3 ounces

Somebody told me they are doing this because the weight hole gives two handed bowlers a advantage of more hook so instead of make them suffer by new rules they change rules for everybody

It is high rev rate that allows 2 handers to hook the ball so much. This rule really has little impact other than inconvience of plugging holes. Pro staffers already know what layouts to use for their players to recreate whatever benefit they may have been getting from the extra hole.

Ostensibly the new rule is supposed to "make things fair" by requiring that all holes in a ball have a finger/thumb in them when thrown.

The cynical/jaded part of me thinks the rule was created more to help ball manufacturers sell replacement equipment for balls that can't be made to conform to the new rule (as well as send more bowlers to pro shops to pay and have their balance holes plugged).  In any case all this does is cost US regular guys money and I'm not having any part of it.  😃

I took a ball to have the weight hole plugged so that ball met the new rules and he didn't even charge me a dime.
