I think individual pre and post bowling isn't legal unless it is in the bylaws to let it be.  Check your bylaws.  If it is there it is a stupid rule.  If not he should get an absent score.

In my leagues, the whole team has to pre-bowl together and provide a printed scoresheet to the secretary (in order to check for too many corrections). There is no individual pro-bowling. Individual pre-bowling is a recipe for cheating.

I believe he bowled as a team.  It was a single or doubles league.  What he did was not illegal procedural wise.  Now score wise his creditability should be questioned.  Or plainly he is cheating SOB.

The USBC rule states individual pre or post bowling is not allowed unless league bylaws say it is.
