I just watched a video of a guy epoxying the crack that went all the way around his bowling ball with the intention of continuing to use it after it was patched.  Is that even legal for use with the USBC regs?

No, a crack going all the way around the ball would be deemed a "Fissure" which are not allowed to be repaired. So it wouldn't be legal to use.

This is covered in the USBC Equipment and Specifications manual.

Surface:
"If a crack is located within the bowler’s track area, or if a fissure is present anywhere, the ball is
not permitted for use during USBC certified competition. 

A crack is defined as a partial break or split that appears on the surface of the ball, which is no more than 3” long and no more than 1/8” wide.

A fissure is defined as a break or split 3” long or greater and/or 1/8” wide or greater,
usually occurring from some breaking or parting.

Cracks around or between gripping holes within the span may only be repaired using an ap-
proved ball plug. Fissures may not be repaired."

Also the material used to fill it would have had to be a approved material (Ball Plug) and most likely the epoxy isn't on the list.

Something to note also is the ball most likely would be out of round (Kind of egg shaped) so wouldn't really roll properly.
