Mark,
I was out of town at the captains meeting at the beginning of the summer, but they did have written rules that was passed out then.  The written rules did not address tardiness.  I'm not sure how that rule expired, other than it was not included in the "official" league written rules that were handed out at the beginning of the season.

I have only one thought on this....the responsibility of knowing the rules falls back on the other team.  They accepted your decision at the time.  Had they had the rules (both league and USBC) with them (which our team always did) they would have known that they had the right for him to bowl.  They simply could have pulled out the rules and shown he could start with the 1/10 applying to missed frames.  In my opinion they will lose the protest for that simple reason.  It's your OWN responsibility to know your rights.  Ignorance (and listening to the other team) does not justify filing a protest.  THEY asked for your ruling and you gave it........Just my 2 cents!

Nothing ever came from it.  I think if the team filed a written protest within 15 days of the situation, then they would have been granted the opportunity to bowl the first game of the match over again, but they never pursed anything.  The 1 game scores in the rebowl by all members of both teams would have replaced the original game 1 scores.  The significance of this is originally, we originally won the first game by 150+ pins...enough to win the game, and totals.  This would have been an opportunity for them to win back 3 points in the standings.  As it was, we narrowly beat them by 1 game after the end of the first half.  I don't think the other team understood the rules.  I don't think the league itself understood the rules.  Because we relied on a league official who didn't understand the rules, we didn't understand the rules.  After my posting that day...nothing was ever mentioned about this again, but as I said, there is no doubt they could have filed a formal protest.
